Chongqing: China’s First Urban Old Neighborhood Renovation and Upgrading Management Measures Announced
On Jan. 6, 2020, the Chongqing Municipal Housing and Urban-Rural Development Commission released news that the Chongqing Urban Upgrading Leading Group Office had recently issued the Chongqing Urban Old Neighborhood Renovation and Community Services Upgrading Project Management Measures (for Trial Implementation) (hereinafter referred to as the Measures).
The Measures provide for the management of the whole process of planning, funding, design, implementation and acceptance of urban old neighborhood renovation projects in Chongqing, streamline the approval matters and links of urban old neighborhood renovation projects, and accelerate the implementation of urban old neighborhood renovation projects. This is the first series of management measures for urban old neighborhood renovation projects introduced at the provincial level. The management approach requires that the district and county housing and urban-rural construction departments, together with the development and reform, finance, planning and natural resources departments under their jurisdiction organize an annual plan and project list, reported to the Municipal Housing and Urban-Rural Construction Committee, the Municipal Development and Reform Commission, and the Municipal Bureau of Finance for the record after the agreement of the district and county governments; for unavoidable adjustment due to regional and other reasons, the action must be agreed by the district and county governments, reported to the Municipal Housing and Urban-Rural Construction Committee, the Municipal Development and Reform Commission, and the Municipal Bureau of Finance for the record, the project adjustment shall not affect the completion of the annual planning tasks.
In terms of fund-raising, the districts and counties should be combined with an actual project to establish a reasonable sharing mechanism of transformation funds among government, residents, and social forces, and various types of funds involved in old neighborhoods should be integrated; districts and counties during the declaration and use of the central financial urban security housing project special funds and the central budget investment in security housing project special funds, should strictly follow the provisions concerning the management of special funds, and efficiently connect the two types of funds, but the same transformation content in the same neighborhood shall not apply for the use of two types of central subsidies at the same time.
In terms of project design, the Measures clearly design classification principles and the hierarchical expert review system. Old neighborhood renovation projects are divided into the program design and the construction drawings according to different stages, and into key projects and general projects according to the project scale and characteristics. The Municipal Housing and Urban-Rural Development Committee is responsible for organizing an expert review of key project program design, and district and county housing and urban-rural development committees are responsible for organizing expert review of general project program design and preliminary review of key project program design.
