No. 1 Document of the Central Government in 2021: Proposing to Comprehensively Promote the Revitalization of the Countryside
The 18th No. 1 document of the Central Government to guide the work of “three rural issues (issues concerning countryside, agriculture, and farmers)” in the 21st century, that is, the Opinions of the Central Committee of the Communist Party of China (CPC) and the State Council on Comprehensively Promoting the Revitalization of the Countryside and Accelerating the Modernization of Agriculture and Rural Areas was released on Feb. 21, 2021. The document points out that in order to revive the Chinese nation, the countryside must be revitalized. We must insist on solving the “three rural issues” as the top priority of the whole party, promoting the revitalization of the countryside as a major task to achieve the great rejuvenation of the Chinese nation, and speeding up the modernization of agriculture and rural areas with the efforts of the whole party and society, so that the majority of farmers can live a better life.
The document contains 26 articles in 5 chapters, including general requirements, effective connection between consolidating and expanding the achievements of poverty eradication and rural revitalization, accelerating agricultural modernization, vigorously implementing rural construction actions, and strengthening the overall leadership of the Party in the work of “three rural issues.” It proposes that to solve the problem of unbalanced and inadequate development, the focus of difficulty lies in the “three rural issues,” so it is an urgent need to make up for the shortcomings and weaknesses of agriculture and rural areas, and to promote the coordinated development of urban and rural areas; to build a new development pattern, the potential strength also lies in the “three rural issues,” so it is urgent to expand rural demand and smooth the urban and rural economic cycle; responding to various risks and challenges at home and abroad, the foundation support also lies in the “three rural issues,” so we urgently need to stabilize the basic of agriculture and keep the foundation of the “three rural issues.” The general requirements by 2025, agricultural and rural modernization should have made important progress, the modernization of agricultural infrastructure should be promoted to a new level, the initial realization of rural living facilities should be achieved, and the equalization of basic public services in urban and rural areas should be improved. Moreover, rural construction should achieve significant results, the image of the countryside should have undergone significant changes, the rural development vitality should be fully stimulated, the rural civilization should have been newly enhanced, and the security of rural development be more powerful, while farmers’ senses of access, happiness, and security should be greatly improved as well.
