In the opening year of the 14th Five-Year Plan, the Nanjing Metropolitan Area Development Plan was approved by the National Development and Reform Commission and officially released by the Jiangsu and Anhui provincial governments on Mar. 22, 2021, becoming the first metropolitan area development plan approved at the national level, and marking the construction of the Nanjing Metropolitan Area to a new strategic height.
According to the Nanjing Metropolitan Area Development Plan (hereinafter referred to as the Plan), by 2025, the Nanjing Metropolitan Area will achieve a national leading position in co-location construction, a significantly higher level of infrastructure integration, and a per capita GDP of more than 150,000 yuan.
The main contents of the Plan are: one spatial pattern, two stage goals, four positions, eight key tasks, and two sets of guarantee mechanisms. According to the Plan, the core area of Nanjing metropolitan area is 27,000 km2; the expanded planning area is 66,000 km2 including the whole area of Nanjing, Chuzhou, Zhenjiang, Yangzhou, etc. Based on this spatial scope, the Nanjing metropolitan area, taking into account the regional resource endowments and development potential and insisting on pole-core driven, crosstown first, axis belt radiation, and multi-point support, will strive to form a spatial pattern composed of “one pole, two zones, four belts, and multiple groups” in the metropolitan area. Chuzhou, as one of the “two zones” in the Nanjing-Ma’anshan-Chuzhou area and one city on the Nanjing-Hangzhou-Chuzhou ecological and economic development belt, will be driven by Nanjing City, seizing the opportunity of national implementation of the Yangtze River Delta integrated development and Nanjing Jiangbei New Area construction, and adhere to its development orientation as the “development hinterland, industrial supporting role, ecological barrier, and partner of Nanjing,” and will speed up its co-city development with Nanjing, so as to build the Nanjing Metropolitan Area into a modern metropolitan area with global influence.
