The Law of the People’s Republic of China on the Promotion of Rural Revitalization Released
On Apr. 29, 2021, the 28th Meeting of the Standing Committee of the 13th National People’s Congress decided by vote to adopt the Law of the People’s Republic of China on the Promotion of Rural Revitalization (hereinafter referred to as the “Promotion Law”), which came into effect on Jun. 1, 2021.
The Promotion Law contains 10 chapters on general principles, industrial development, talent support, cultural prosperity, ecological protection, organization construction, urban-rural integration, support measures, supervision and inspection, and by-laws, with a total of 74 articles. The Promotion Law stipulates that the Chinese Farmers’ Harvest Festival shall be held on the autumnal equinox of the lunar calendar every year; an assessment and evaluation system, annual report system and supervision and inspection system for rural revitalization shall be established; a permanent basic farmland protection system shall be implemented; a mechanism for the stable growth of farmers’ income shall be established and improved; an institutional mechanism for the work of rural talents shall be improved; a system for the protection of important ecosystems and the compensation mechanism for ecological protection shall be upgraded; a quality and safety management system for the construction of rural housing shall be established and improved; and village construction shall be promoted in a classified and orderly manner, the withdrawal and annexation of villages shall be strictly regulated, and the withdrawal and annexation of villages against the will of farmers and in violation of legal procedures shall be strictly prohibited.
