Three Major Tasks for Energy-Saving of Construction in 2008
According to the information of China’s Ministry of Housing and Urban-Rural Construction, the work of energy saving of construction in 2008 will focus on three major tasks.
The first is to strengthen the energy saving of new constructions. It refers to formulate the encouraging policies for buildings of energy-saving, land-saving and environmental-friendliness, so as to promote the innovation of housing technologies, advocate the utilization of techniques and products that save energy, water, land, and materials and are environment-friendly, and boost the construction of housing and public facilities of energy-saving, land-saving and environmental-friendliness; to reinforce the supervision over new constructions in line with energy-saving standards, so as to ensure that none of the projects violating the standards could be approved for either construction or acceptance after construction; to summarize the experience of Beijing and Tianjin, so as to enforce the standard of 65% energy-saving in new constructions in Shanghai, Chongqing, and other areas where the conditions permit; and to initiate 200 demonstration projects of low energy consumption and green building, so as to facilitate the promotion of lower energy consumption buildings and green buildings.
The second is to promote the energy-saving renovation of existing buildings. It means to realize the tasks of applying heating supply measurement to existing residential buildings in North China and carrying out the energy-saving renovation of a floor area of 150 million m2, both of which are put forward by the State Council; to formulate the policies concerning the energy-saving renovation of the existing residential buildings in North China, where heating supply is accessible, through the financial support from the Central Government; to further strengthen the supervision on the energy-saving performance of existing governmental office buildings and large-scale public buildings by implementing the statistics and the audit of energy consumption of governmental office buildings and large-scale public buildings in the municipalities directly under the Central Government, the municipalities with independent budgetary status, and 15 provinces and their capital cities including Hebei, Liaoning, etc., and publicizing the basic information of energy consumption of those buildings; and to establish and implement the institutions of energy consumption standards and quotas, price raising for extra energy consumption, and energy-saving service.
The third is to encourage the development of new construction materials of energy-saving and material-saving. It is required to boost the large-scale application of renewable energy resources in construction, in particular that of solar energy, shallow earth energy, biomass energy and so on, with focus on carrying out demonstration projects; to continuously prohibit the utilization of solid clay bricks, so as to ensure that the second group of cities will become “none solid clay bricks utilization” by the end of 2008; and to promote the manufacture and application of new wall materials and construction materials of energy-saving, as well as the research, development and application of new construction materials such as high-strength steel and cement.
