Inspectorate System of Urban-rural Planning Established in 18 Provinces and Autonomous Regions
Inspectorate system of urban and rural planning is further promoted in China. Since the pilot projects were launched in September 2006, two groups of 27 planning inspectorates have been sent to 18 cities including Nanjing. Taking advantages of real-time monitoring, multi-level inspection and expert supervision, the planning inspectorates studied the actual situation of planning implementation in various areas and put forward suggestions and comments impartially and independently regarding the existing problems in urban and rural planning.
In 2008, the Ministry of Housing and Urban-Rural Development expanded the territorial scope of the planning inspectorate system and sent out the third group of planning inspectorates. Till now, 51 planning inspectorates have been sent to 34 cities by the Ministry of Housing and Urban-Rural Development. At the same time, it has been actively guiding the provincial governments to send out provincial planning inspectorates. Up to now, 18 provinces and autonomous regions of China have seen the establishment of the planning inspectorate system.
In 2009, the Ministry of Housing and Urban-Rural Development will continue to improve the planning inspectorate system by drafting the Guidance on Establishing and Improving Urban-Rural Planning Inspectorate System to strengthen the guidance on the planning inspecting work all over the country, amending the Provisional Regulation for Urban-Rural Planning Inspectorates of Ministry of Housing and Urban-Rural Development, and promoting the establishment of provincial inspectorate system of urban and rural planning.
