State Council Decides Objectives for China’s Action of Controlling Greenhouse Gas Emission
On Nov. 25, 2009, Premier WEN Jiabao presided over the standing meeting of the State Council to discuss the steps needed to cope with climate change. The meeting decided that by 2020, the amount of carbon dioxide emission per unit of GDP should be reduced 40% - 45% compared with that of 2005 levels. This target should be incorporated in the mid-term and long-term program for National Economic and Social Development as a mandatory indicator, and appropriate statistical, supervisory, and evaluation measures should be made. The meeting also decided that by developing renewable energy and nuclear power, the proportion of non-fossil fuel energy in primary energy sources should reach 15% of primary energy sources. Additionally, through reforestation and enhanced forest management, forested areas should be increased by 40 million ha. and the forest reserves by 1.3 billion m3 over 2005 measures.
