Marine Functional Zoning Plans of Shanghai, Guangdong, and Hainan Approved by the State Council
On Nov. 6, 2012, the State Council approved the zoning plans (2001 - 2020) of Shanghai City, Guangzhou Province, and Hainan Province in principle.
According to the Approval, by 2020 the sea reclamation scale of Shanghai City will be controlled within 2.3 thousand ha., the sea farming area shall be developed more than 600 ha., the marine protection area at the river mouth shall be more than 123 thousand ha., and marine conservation area shall be 126.17 thousand ha. Furthermore, more than 60 km coastline shall be renovated.
By 2020, the sea reclamation scale of Guangdong Province will be controlled within 23 thousand ha., the sea farming area shall be developed more than 250 thousand ha., the marine protection area shall be more than 590 thousand ha. Marine conservation area shall occupy more than 10% of the offshore area, and the natural coastline shall occupy more than 35% of the total coastline. More than 400 km coastline shall be renovated, and the quality of more than 90% of offshore sea water, marine sediments, as well as sea creatures shall reach standards.
In regard to Hainan Province, the sea reclamation scale will be controlled within 11.15 thousand ha., the sea farming area shall be developed more than 400 thousand ha. The marine protection area shall cover more than 5% of the sea area under jurisdiction. Within the offshore area, the marine protection area shall cover more than 11% and the marine conservation area cover more than 10% of the total. The natural coastline shall occupy more than 55% of the total coastline, more than 200 km coastline shall be renovated, and the environmental quality standard shall be more than 95%.
The Approval also requires that by 2020 the sea utilization activities which would change the nature of the sea, such as sea reclamation shall be under rational control, the fishermen’s production and livelihood as well as the development of modern fishery industry shall be guaranteed, the total major pollutant emissions into the sea shall be controlled, the ecological environment of the sea shall be apparently improved, and the sustainable development capacity of the marine industries shall be promoted prominently.
The Approval also stresses that the Marine Functional Zoning Plans are the legal basis for developing and utilizing the marine resources rationally, as well as protecting the ecological environment of the sea effectively. The zoning plans cannot be revised by any individuals or units. Other plans relevant to the utilization of the marine space shall be in line with them.
