State Council Approves Restructuring and Renovation Plan of Old Industrial Bases of China
Recently the State Council officially approved the Restructuring and Renovation Plan of Old Industrial Bases of China which was compiled by National Development and Reform Commission in collaboration with the Ministry of Science and Technology, the Ministry of Industry and Information Technology, and the Ministry of Finance. The Plan will be the action guideline for the restructuring and renovation of old industrial bases in the next period, which covers 95 prefecture-level old industrial cities and 25 other municipalities, involving 27 provinces, autonomous regions, and municipalities directly under the Central Government.
The Plan points out that by 2017, major progress will be made in the transformation of industrial structure of old industrial cities; remarkable achievements will be made in energy saving and emission reduction; the innovation ability of science and technology will be promoted; the internal spatial layout of these cities will be optimized; people’s livelihood will be continuously improved; the vigor and impetus of economic development will be greatly improved. By 2022, the modern industrial system will be basically formed in the old industrial cities, the restructuring and renovation of these cities will be basically completed, and a favorable development mechanism will be established, so as to lay a solid foundation for building modernized cities with strong industrial competitiveness, complete functions, pleasant ecological environment, and harmonious development.
