State Council Issues National New-Type Urbanization Plan
Recently, the Central Committee of the Communist Party of China (CCCPC) and the State Council officially issued the National New-Type Urbanization Plan (2014 - 2020), and released a related notice regarding the plan. The plan was compiled based on the report of the 18th Nation Congress of the CPC, the Decision of the CCCPC on Some Major Issues Concerning Comprehensively Deepening the Reform, the spirit of the Central Committee Meeting on China’s Urbanization, the Outline of the 12th Five-Year Plan for National Economic and Social Development of the People’s Republic of China, and the National Plan on Major Functional Regions. And the whole plan is divided into eight chapters including planning background, guiding ideology and development goals, orderly transfer of agricultural population, optimizing the layout and form of urbanization, promoting the sustainable development capacity of cities, boosting integration of urban-rural development, reforming and improving the urbanization development system and mechanism, and plan implementation.
The related notice pointed out that the plan is a macroscopic, strategic and fundamental plan, which will guide the country’s healthy urbanization in the future. Urbanization is the road that China must take in driving its modernization, and it is an important measure to address issues concerning agriculture, countryside, and farmers, a powerful support for coordinated regional development, and a primary stimulator for expansion of domestic demand and upgrading of industries; it is of great realistic and historic significance to compile and implement the plan for realizing a new-type urbanization with distinctive Chinese characteristics that stresses human-orientation, synchronizes four modernizations, optimizes layout, ecological civilization, and cultural heritages, constructs a well-off society in an all-round way, and accelerates socialist modernization.
