To win this white war, it demands for the participation of all the people. It is in fact a public health maintenance action on a grand scale. As a high-end think tank on urban-rural spatial planning and social spatial planning in China, UPSC kept clear-minded and actively participated in the epidemic prevention and control action. In view of the rapid reaction of related departments and based on the experiences and lessons in the world regarding public health history, the UPSC has reported “A Planning Suggestion Concerning Reducing the Spread of Novel Coronavirus Pneumonia: Clinical Reception in Different Areas and Concentrated Treatment” to the China Association for Science and Technology, the Ministry of Housing and Urban-Rural Development, and the Ministry of Natural Sciences as early as on Jan. 27, 2020. It suggested motivating the medical resources in all communities of cities and reforming them into the first mole responding to the great number of patients, so as to reduce the risk of cross contamination during diagnosis in large hospitals. Moreover, the UPSC also made use of its WeChat account and website to extensively collect and introduce experts’ suggestions, and provided professional suggestions in terms of urban epidemic prevention planning, public health management, emergency risk response and management, smart planning, and community governance, rapidly and effectively.
