Forming a New Pattern to Promote Western Region Development in the New Era
On May 17, 2020, the CPC Central Committee and the State Council issued the Guiding Opinions on Promoting the Development of the Western Region in the New Era to Form a New Pattern. The Guiding Opinions makes it clear that China will strengthen measures to focus on key issues, fill in gaps and strengthen weaknesses, form a new pattern of greater protection, greater openness and high-quality development, promote reforms in the quality, efficiency and dynamics of economic development, promote the coordination between economic development and the population, resources and environment in the western region, and achieve higher-quality, more efficient, fairer and more sustainable development. The Guiding Opinions puts forward six requirements: first, implement the new development concept and promote high-quality development. Effort should be made to fight the three major battles, continuously improve the capacity for innovative development, promote the formation of a modern industrial system, optimize the structure of energy supply and demand, vigorously promote the integrated development of urban and rural areas, and strengthen the construction of rural settlement and comprehensive service facilities with the goal of building beautiful and livable villages. Second, we will take the joint construction of the Belt and Road as a guide and raise the opening level of the west. We will actively participate in and integrate into the construction of the Belt and Road. We will expand inter-regional interaction and cooperation, actively dovetail with major strategies such as the coordinated development of Beijing-Tianjin-Hebei, the development of the Yangtze River Economic Belt and the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, and speed up the integration process of key regions. Third, we will intensify the construction of a beautiful western region and build a solid national ecological security barrier. We will implement key ecological projects in depth; steadily carry out comprehensive governance of key regions; and accelerate the green development of the western region. Fourth, we will deepen reforms in key areas and steadfastly promote the implementation of major reform initiatives. Fifth, we will adhere to a people-centered approach, and give a prominent place to enhancing the people’s sense of gain, happiness, and security. Sixth, policy support and organizational guarantee should be further strengthened.
