State Council Issues Guidance to Promote the Transformation of Old Urban Residential Areas
On Jul. 20, 2020, the General Office of the State Council issued the Guiding Opinions on Comprehensively Promoting the Transformation of Old Urban Residential Areas, which requires that, in accordance with the decisions and deployments of the CPC Central Committee and the State Council, the transformation of old urban residential areas should be promoted to meet the needs of the people for a better life, benefit the people’s livelihood and expand domestic demand, promote urban renewal and transformation of development and construction methods, and boost high-quality economic development. The Opinions emphasizes that by 2020, 39,000 projects of old urban residential area transformation will be started, involving nearly 7 million households; by 2022, an institutional framework, policy system, and working mechanism for old residential area transformation will have basically been formed; by the end of the 14th Five-Year Plan period, combined with the actual local conditions, efforts will be made to basically complete the transformation of old residential areas that were built before the year of 2000 and that are now undergoing redevelopment. The transformation can be divided into three categories: basic, improvement and upgrading. Each region should determine the list of contents and standards according to the local conditions. The elderly, health, child care and other relevant aspects of the various facilities involving the addition or transformation plans of the old residential areas, as well as the relevant pipeline redevelopment plans by professional operating agencies should take the initiative to effectively dovetail with the planning and plans of the old residential areas to promote the synchronized implementation. The Opinions proposes the establishment of a special work mechanism improve sound government coordination, collaboration of sections, and joint effort of all departments involved. By using “Internet + joint building, management, and sharing” and other online and offline means, various forms of grass-roots consultation will be carried out to understand the demands of residents and promote the formation of consensus.
